Low Resource Use but Insane In-Game Performance Drop

- Snap and modified Versions have the same Problem

Problem:
My Problem is that when i start OBS (not recording) my FPS drop In-Game from 300 to 150 while my CPU Usage is 2% in OBS and Avg. 30%. My GPU load is 61% (not recording) and when i close OBS my CPU Usage is Avg. 20% and GPU is 50%. My RAM is 7GB/16GB (OBS open) and 6.5/16GB when closed.
When im Recording my FPS drop to 120 my CPU Usage is 5% in OBS and still Avg. 30% while my GPU has 68% Usage.

And no i don't experienced such FPS drops before, my FPS should drop by 50-60 FPS but not 150.

Its the Preview thats is causing this massive FPS drop, so the problem is kinda resolved but kinda not because such a big FPS drop for just a small preview is way to much.
