Low bitrate when My network is good

Hello, recently i've been having issues with streaming. I have a 50-60mbps of upload speed but OBS will only let me stream at most, 1500Kbps. Is this an issue with OBS or is it my ISP? i've tried reinstalling OBS and resetting my router, but nothing works. Is something limiting me from using more than 1500kbps bitrate?

Did you have tryed uses an older version?

did you use any VPN software ?

dont see any streamingsession in the log ?

Yes i've tried older versions, i don't have a vpn software, i also used another streaming software like SLOBS but it still isn't letting me stream with higher bitrate. I'm just guessing it's an issue from my ISP
