Question / Help Lose Frames in Game

Hey guys, simple help required. My problem, I try to stream and I lost a lot of frames in CS:GO. To the point I cannot play to my full potential making it pointless to stream it. I go from 400+ FPS to ~105. I have a 144hz monitor and it screws up the smoothness of my gameplay.

Here are some of my Week old PC Specs:

CPU: i7-4790k @ 4.0
RAM: 16GB 1600Mhz
GPU: nVidia GTX 970 4Gb

Internet speed: 90 Down / 10 Up

I have tried adjusting my bit rate etc and I just cannot seem to figure it out. Any information would be helpful to solve this problem. I also have an Avermedia HD Gamer Capture Card, but it honestly does nothing to help. I get the same results.

The reason i am seeking help is because I see a lot of other streamers some with the same specs as I do and some with worse specs than I do all streaming fine.
 
Are you sure you did lower the quality settings for CS:GO?

AFAIK even the PROs don't play at highest quality settings...
 
Ok so i changed the priorty to above normal and also to High, and it worked for maybe 10 minutes but then the game stuttering came back
