Question / Help Looking for advice

Ok, so i have been getting a buffering complaint for 6 month tried everything to fix not sure what to do, i do not know how to post log files or anything also my obs will randomly d/c and the fps counter goes grey

my speeds are 58.54 mbps and my upload is 29.23 mbps
My specs are Windows 7 Home Premium 64-bit SP1

Intel Core i7 2600K @ 3.40GHz
16.0GB Dual-Channel DDR3 @ 668MHz

ASUSTeK COMPUTER INC. P8Z77-V LX (LGA1155)

2047MB NVIDIA GeForce GTX

1863GB TOSHIBA DT01ACA200 (SATA

What would be the optimal obs settings for me to stream with out dropped rates ,buffering or lag? i greatly appreciate any help you guys can give thx

I know i'v used that article but w/e i choose it doesn't seem to go away

im not sure what to use for bitrate so i have the max bitrate at 1800 and the buffer size 2800

Buffering means that a viewer isn't able to get data from Twitch as fast as the streamer is sending it out. This is unique to each viewer and can be caused by many things including the viewer's own connection, the route the data is taking from Twitch's server, or the Twitch server itself. Unless you're using an excessively high bitrate (you aren't) then there isn't really anything you can do on your end to correct this problem because aside from the bitrate you use, you don't have control over the other factors that cause it.

What about if some one says im the only one they buffer on does that still mean it's on them or me and are those settings ok for my speeds? that's like the only thing that guide doesn't cover is speeds, i think like a general view of what bit rate you can handle based off of a general range of speeds

Twitch doesn't serve all streams from the same location. Other streams they watch may be partnered and/or served from other locations compared to where yours is streamed from. If you aren't dropping frames (you aren't) and you aren't using an excessive bitrate (you aren't) then to my knowledge there is nothing for you to fix on your end of things.
