Question / Help Long time streamer. Upgraded PC now I am getting High Encoding.

Ok so I got a new mobo because my old one fried and also upgraded my GPU
Old Mobo was extreme3 same series. Old card was a 6xxx series
I have played around with my drivers 2 days now and it seems like it may be the problem but Ima post this here see if anyone can help. I have streamed with the same settings for a long time now.
In the past I have OC'd my cpu on my old Mobo but not much. Not much meaning when I streamed it still only took like 10% cpu and now im hitting 100%
idk what I am missing any help would be nice

^^yup, you're lagging but not due to OBS settings. I use the performance monitor in the task manager to check OBS usage VS, other apps. I cant see OBS taking up more than 20-30 of your CPU with those settings.

enable Aero and use game capture. Monitor capture is for last resort not the primary since it isn't as effecient as game or even window capture.

2. dont preview while encoding. this will usually cause studdering in game but usually CPU usage is from game or browser (see above), or OBS (which OBS settings are fine)

3. I would put money on something taking up a pretty big chunk of CPU other than OBS.

I am stable around 0-3% usage right now but if I boot stream live or preview its still giving me high encoding warning, I can play games perfectly on insane benchmarks but I haven't been able to even stream for a few moments. I have tried to stream with only the cam it still causes High encoding.
 
I ruled out so far. GPU works fine, cpu worked perfect b4 so I am assuming its software/drivers but might be the on-board drivers for the z77 extreme4 chip set but I am not positive yet. I have tried to upgrade the catalyst for my gpu to 14.12 but the only one I got to work so far is the windows automatic online version 14.301.1001.0 version but its working fine so I assume it has nothing to do with the cpu usage I haven't tried any older versions of the AMD driver havent looked around but I know I skipped this latest patch because it didn't work with my old card right away and I am assuming it still has flaws with my build. Just feeling roadblocked atm everything I can usually do is not working. I will try a few more intel drivers and update here.
 
Updated a driver and it helped got a long stream going then opened a game. my display driver crashed like 20 times
I know amd's newest catalyst is having problems on its own so I am going to presume thats the issue and try and finder a slightly older version.

when installing new drivers from old ones read the changelog. AMD recommends a full uninstall, and the best way to uninstall a driver is with DDU from guru3d.
