could you specify your "still lags a little bit"?

since your cpu isnt really the best but your settings are really low and also using the fastest preset so this should be able

i assume you are capturing a console or whatever through your elgato?

your log looks actually fine you could try setting a lower resolution to your webcam

"Does that happen on Local Recordings?"
In other words.... record it locally - its the only way to confirm if its your hardware the issue and if the test is all silky smooth then your internet is the issue instead... but if local recording has the same issue then you will need to invest on a new computer.

well the log doesnt show any dropped frames and its actually fine so far

just a few duplicated ones but they dont really mean anything

could you please post a log where you actually stream for like 10minutes?

If the local recording was absolutely fine, then its an Internet issue
Local Recording(if using the same settings) = Same as Streaming quality

Now when you are doing the streaming test, does it stay blinking in green/yellow the small tiny status box on the right side corner in OBS when streaming? If you see red on that box then its a problem of your internet not sufficiently connecting to the server its streaming to(as in, its not stable your connection). Hopefully you are not using wireless and you are streaming directly with the Lan cable to a router.

As to what I see of your previous statements is that you have tested several servers and all give the odd laggy drop frames issue, might be your internet provider throttling your network uploading connection. If that were the case you will have to call your ISP and complain about it(that you are trying to stream)... or switch to a better ISP.

What's your current internet download/uploading speed by the way?
And do you have enabled on Twitch, save broadcast? If so then give us a link to your Twitch so we can see your recorded test stream footage.

:P I just noticed you had left a "hi" on my twitch chat lol
Looking to what you have in there from today it all seems fine as in, no lag - all smooth(stinks your current pc limits your bitrate capability for encoding). However you did say you do get Red when streaming on the pc, but its odd because I saw the older stuff which I think its ps4 or xboxone streaming... it runs and looks perfect - seems odd why when you stream from your pc it goes in red.

Do you got a buddy/friend you could test using their computer to see if it happens the same thing with your internet, streaming from PC? That would be the only other way to confirm if on PC your internet gets throttled when uploading(if that were the case, contact your ISP - rather odd from your gaming consoles you don't have that issue)... but if on your friends computer its all fine when streaming, then it might be something wrong in your Operating System - that I would test getting a spare hard drive and install clean the OS(windows 7, 8.1 or 10 techpreview) to see if it still happens in your computer. If testing in a clean OS has the same issue, and your friends computer has no issue - then it means you will need to invest on buying/building a new computer.

Honestly your speeds are very good, I'd say call them up and tell them that you are having issues with streaming(uploading speed, drops) with your PC but not having issues when streaming through a game console.

For the PC Build - Good CPU/GPU and good ram is what matters for streaming - tell me your budget $ and I can suggest you the best you can get. I assume you are from canada since you mentioned your ISP is Shaw. So can you buy from NCIX(locally or online) or do you prefer ordering from Amazon or Newegg etc...?

i picked everything to be able for future upgrades so if you ever plan on actually swapping over to pc gaming, but also workable without a dedicated gpu so you can keep using this pc as a streaming machine for your console games.

if you want to play + stream on the pc let me know i will change the build

i also assume you have an OS and also keep your current hdd
