I get up to 350+ ping when I attempt to stream league. Normal is around 80. Any help?

Hmm the speedtest says you have 1.94mbit upload. 1940 kbit. But you tried using 3300 and 2500 kbit.
So you kinda tried to drive 300miles with a car that hardly makes 200.

I would suggest to lower your bitrate below 1700 for safety. Maybe slightly more. That should get your ping back to normal.
Apart of that you might wanna downscale to 720p, this will free up some cpu power and increase the quality in most cases.

Streaming is CPU intensive, that's normal.

So it should be using up 30-40 percent? Odd..

Well for online streaming you are compressing 30 pictures every second, for example. To send them out at a low bitrate with still a good looking quality, you need some processing power. And by default we just use the veryfast preset which just adds a slight amount of "compression".
