Lag when recording High Medium File Size setting, Do you think it is time to upgrade or just need a proper configuration?

Hi Guys,
I am planning to do a live stream as well as youtube video upload and use Streamlabs OBS since it is preconfigured(also tested it with OBS only and lagging was worst even at stream quality for some reason).
When I set the Output quality to Stream it doesn't lag much but quality isn't that good
when I set it to Output High Quality Medium Size, it terribly lags the recording (game doesn't lag)
Video and output are set at 1920x1080, reduce it to 1280x720 at High Quality Medium size still lags

My computer spec is
Intel I5-6500 Skylake
16GB DDR4 Dual
RX 470 2 4GB GDDR5

I tested OBS Studio and Streamlabs OBS, aren't they the same engine?
anyway my OBS Studio setting are
OUTPUT
Streaming is 500kbps
Encoder x264
Recording is High Quality Medium File Size
Encoder x264
VIDEO
1920x1920
Bicubic
60fps

for the recording, will ryzen Ryzen 5600x + 5600xt do? or is ryzen 3700xt better?
for the streaming I manage to make it work without lag using the auto wizard thanks
