Input lag and stutters in preview and streaming respectively

I have two monitors. On one game, on the other preview obs. On which the game is, everything is perfect, on the preview, as if frame skips, but in the statistics there are 0 perfect

As a result, the image on the stream becomes a little torn.

My PC - RTX 3060ti, 10400f, 32 RAM, SSD M2.
Windows 10 Pro Last update + Drivers upd

Priority set from low to high, does not affect
FPS set 59 and 60 and 75 even tried, and nothing.

I need this in order to play in preview, to see all the teams / chat, etc.

The video shows how the monitor on the left is perfectly smooth, when everything on the right is torn, although it is watchable

Restart OBS and perform a test stream/recording of no less than 30 seconds doing as you normally do, including playing games, full camera or whatever you normally do.
Look in Help menu. Upload the current log file and paste the url to the log in here. Click on the Analize button to start troubleshooting common issues.

Thanks for the help. I fixed everything, but unfortunately, I still have the problem.
Microstutters are visible in the preview, everything is perfect in the statistics, I don’t even have to turn on the broadcast to see

I'll try to turn off Resizebar and remove RAM timings
