Inconsistent framerate in recording

so whenever I try to record game footage on my laptop my gameplay is smooth but in the recording it's inconsistent, constantly jumping from 60 to 30 on a dime. I just wanna know if anyway can help me, my laptop specs are this
Ryzen 5 5600H with Radeon integrated graphics
nvidia gtx 1650
8gb ram
and for obs I do screen capture with these settings set by the auto configuration wizard
recording quality set to high
video format set to .mkv
hardware encoder set to HVENC H.264
if anyone can help me with my little problem will gladly appreciated, thanks.

Could you post a log file from a recording session That would help a lot
It will also show what bitrate you are using for the recording

Okay, your log file has to be from when you were streaming So run a short stream or recording then grab the log

Even without that, there are a few things you can do
Turn of HAGS
Run OBS as Admin
Only include one source capture per scene

Uninstall this malware:

13:14:36.254: McAfee Firewall: enabled (FW)

You need 8Gb more of RAM.
13:14:36.252: Physical Memory: 5996MB Total, 1845MB Free

Base resolution is the resolution of your display monitor. Set it as the display you have.
Output resolution is the resolution you aim to record/stream to. Here you can scaledown.

It's adviced to install and use VLC player as it's way better than the windows player

And for recording it's better to use MKV container as format.
