so whenever I try to record game footage on my laptop my gameplay is smooth but in the recording it's inconsistent, constantly jumping from 60 to 30 on a dime. I just wanna know if anyway can help me, my laptop specs are this

I want to be able to record 1080p 60 fps or atleast 30.
I just have to record a browser and desktop screen but no games.
A while age I recorded a Doom Eternal Gameplay and it was just fine but lately I have a lot of frame issues with some games like Doom Eternal, Apex Legends and more like that and I want to fix that. So my specs are RX 560 4GB, 16GB ram and a Ryzen 5 2400G. What settings do you recommend me?
So I've been playing around with OBS for a little while now, and have been struggling to find a sweet spot. I'm looking to record in 1080p/60fps but can't seem to find any stable enough settings for either x264 or H264/265.
My system is as follows:
Ryzen 3 3100 @ 3.8Ghz
RX580 8GB (OC)...
I cannot figure out why my recordings are coming up so extremely choppy. I have game DVR disabled and other windows gaming related features. I have tried lowering to quality. Should I use a different recording program?

I tried some stuff to fix lag and stuttering and frame drops but it only reduces it by a bit. The game is Minecraft if that's important.
Are there some suggestions/ways to fix this?
