Question / Help i7 3770k Spiking (100% usage) with OBS!

Hey there, I've recently been having problems with streaming in general. I played Deus Ex: Human Revolution, and got HUGE framerate problems.

My system specs are as follows:
Intel i7 3770k @ 3.50GHz (not OC'ed, and with stock cooler),
Gigabyte Windforce R9 270X OC Version 2GB (running two monitors)
8GB of RAM Memory,
750W PSU,
2x HDDs (1x 500GB, 1x 1TB)

Internet: 20Mbps, 3Mbps

When I start the stream, the CPU usage is at 30% or so, can go up to 40%. Then, when I start the game, it goes to 70%, then to 100%, and the game is laggy, and the stream is laggy also.

I'd like some help, just to diagnose whether it is my PC or OBS.
Feel free to ask for any OBS settings!
