A good primer, especially if you have the need to change the default settings.

Guys, i was not talking about the GPU.. the GPU its in the closest slot near CPU ( where the rtx 2060 was previosly ) and its run good, except the fact that its on 3.0 since my MOBO doesnt have 4.0

I was thinking about capture card elgato.. maybe this capture card also needs a mobo with 4.0 but, my mobo has:
PCI Express 3.0 x162 (x16 / x0 , x8 / x8)
PCI Express 2.0 x161 (x4)
PCI Express x13

so GPU the A770 is on PCI 3.0
Elgato 4k60 mk2 pro its on PCI Express 2.0 x16 - 1x4 ( But why in bios i have the option to set X2 or X4 and the default is X2 ), is not reffer to this ? i cant put X4...maybe the elgato is the problem ?

Yep, Intel GPU is missing from that list too. Somebody forgot to check all this stuff before whipping out their credit card...

4k@30 or 1080p@60 doesn't solve what you have been attempting to do for the last 2 days.

At least x4 2.0 is sufficient.

Rockbottom, its about 60hz from the beginning of the discussion, all the stuttering that i have are on 60hz :) it never was about more, i play Fifa on PS5 ( this game supports only 60 hz ).

Check the I/O Specs, all resolutions max @ 60HZ. 144, 120 just ain't happening.
So here you say i can play 1440p on 60hz but i still have stuttering ( because the Elgato card isnt compatibile with A770, right ?
Why you say that i can play ? ( im asking so i can understand )

4k@30 or 1080p@60 doesn't solve what you have been attempting to do for the last 2 days.
So after you say that, i am thinking is not about my GPU problem, its about compatibility between elgato and a770, right ?
Elgato card incompatibility with A770 at all, or just on high resolution ?
But what if i buy a rtx 4060 ( and sell A770 ), the rtx 4060 also will be PCI 4.0 and my mobo 3.0, even lets say the gpu will run like 70% performance, i will still have stuttering ?

If you would take a guess, what cause the stuttering more ?
A: Incompatibility between elgato and A770
B: A770 not running at full potential being 4.0 ( and mobo 3.0 )

If that's the case then why is OBS reporting 144?

I believe you have multiple issues but you refuse to fix or remove StreamDeck & test without the Elgato in play.
Old version reported by OBS yet you say you upgraded. Again, this appears to be a conflict.

The first log has nothing to do with it, it's almost irrelevant, it was from the time when I had a lot of errors because I hadn't formatted the PC, but for 2 days, all tests are done on clean windows install and all drivers installed.

As for the drivers, they are all taken on windows clean install, including stream deck, obs, etc.

As for the resolution, that is the resolution of the monitor on the PC streaming.

I tried with 59.94 hz (that of the ps)
I tried with 60 hz
I tried with 144 hz

But since I still had the same problem of micro stuttering, obviously I probably left it on 144 hz because it doesn't even matter anymore.

To specify, again, that with the rtx 2060 (I had no problem with micro stuttering), no matter what settings or drivers I put, I could put any hz, any driver, everything moved perfectly.

Honestly, I think the problem is that elgato is not compatible with Intel A770 (for high resolutions)

Because on 1080p 60FPS it moves ok, I don't have micro stuttering.

If you're nice, you can help me with the answer to the previous question because you're sure to know it better.

Which one do you think weighs more in the challenge of microstuttering?

A. The fact that elgato is not compatible with A770 for 2k/4K in 60FPS
B. The fact that the A770 video card does not run on 4.0 (but only on 3.0)

For your Q, A. It's right there in the Elgato Specs you posted yesterday. 4k@30 or 1080p@60 SDR only.

Put the 2060 back in & eliminate the limitation(s), it's 4k@60 HDR or SDR.

With the rtx 2060 i cant stream in 2K, is not performance enough to handle 2K so i would stream ( like before ) in 1080P, its same thing with both.
4K its out of discussion since i have a 1440p monitor, so i can do right now without stuttering only 1080p 60FPS or 1440p60FPS with stutering.

I can't put back de rtx 2060 since i sold it 4 days ago ( when the new A770 arrived ).

I am stuck for streaming PC with Elgato 4k60 pro mk 2 and Intel Arc A770

I cant even return the A770 because i bought it on bussiness card and they dont allow me to return, all i can do, i post my A770 on second-hand reseller, trying to sold it a little cheaper and buy a rtx 4060.. ( which i hope even it will run on 3.0 ), at least it will be compatible with elgato and i will not have micro sttuters..

If i put anycard that is not 40 series will be exactly same as my rtx 2060.
I did not change the rtx 2060 because it struggle or something, it worked perfectly, quality, smooth, everything was perfect, the only reason i buy a new GPU was specially for AV1 encoder, so if i will not succed doing that i will buy an old used rtx 2060 again i supposed..

Funny fact, i have micro stuttering even on 1080@60 fps :) I tought for a second that was the problem, incompatibility.. but guess what.. even on 1080p where the gpu is like 30% usage and cpu like 10%, even here i have micro stuttering.. why ? :(((
