Question / Help High encoding issue please help!

So i have an i7 4790K processor and a EVGA GTX 960 SC and 16 gigs of ram my upload speed is 6Mbs and i set my bitrate to 2500 and also i have my x264 CPU preset to veryfast and my encoding profile to main and my resolution downscale is on 1280x720 from 1920x1080 and i get high encoding and im streaming with my webcam and elgato game capture HD i just dont understand why im getting high encoding please help me out with this!

Get sure that no stream running in the background. Check if your webcam is set to 720p and not 1080p. You stream with the capturecard your consoles just or ? Capturecards are not good to use for capture the same pc because of an higher cpu usage. If you dont use a second pc setup. Maybe send a logfile from your last obs settings.

All of my settings are right for the PC i have when i first got the PC and streamed with it i didnt get high encoding now im getting it every time i stream this just started a month ago and i dont know why

Go to Settings > Advanced and change your scene buffering time to 1500ms. Test.

Same problem? Create a new, empty scene collection (not just a new scene) and add only your Elgato to it. Test.

Let us know the results.

Can using windows 10 give me high encoding cause I've been reading about it and people are saying that windows 10 puts a lot of strain on yoyour GPU and CPU.
