CPU: i7 4790
Ram: Gskill and PNY 16GB Total
HDD: Seagate and WD 1.5TB
Video Card: EVGA GTX960 2Gb DDR5
MOBO: MSI B85M-G43

I am running into high encoding issues when trying to stream even nothing and just my webcam. I started to adjust the setting to the twitch recommended settings and was getting the high encoding error. I am not sure what to change and could really use some help with this. I had skype, spotify and OBS open and that was it at the time and was maxing out cpu usage according to rainmeter. Does anyone know some setting I can change OBS to so that I can stream something as simple as DOTA 2 and decently good quality on twitch? I use to use xsplit and let it figure everything out for me but I want obs because it allows more adjustments. Any help is appreciated.
 
Your CPU shouldn't be maxing out anything with just a webcam. I could do 1080p 60fps "fast" with just my webcam and still not max my CPU. Something is wrong.

You need to monitor your CPU's speeds and make sure turbo boost is enabled to get the most speed out of that chip that you can, for one. If you're not running at I believe 3.6GHz on 4 cores when stressed, you're throttling.
