I read the thread and changed my settings to what is recommended, but I'm still experiencing high cpu usage. I need some assistance.

how do I find out about my CPU and GPU usage levels?Are you still trying to capture BF4? I would guess it's maxing out your CPU/GPU before OBS is even open, especially if you aren't using vsync or some other kind of FPS limiter to keep its load in check. What do your CPU and GPU usage levels look like with just the game running?

GPU Load is 79% (GPU-Z)What about GPU usage? You can use a program like GPU-Z or HWMonitor to check. Also keep in mind that the game may throttle or pause rendering when you tab out of it, which could skew the results.
How do I do that?Alright so if the game is throttling when it loses focus you need to find a way to check the CPU/GPU load while it's running at the proper speed/FPS.
???HWMonitor has min/max fields next to the current value. Start your game and get into a server so the loading process doesn't throw off the numbers, then launch HWMonitor and let it run in the background. Play for a couple minutes, tab out and check what the max values are for CPU and GPU utilization.
