Question / Help High CPU usage while idle

The CPU % shown on OBS its self says i'm running at 15% roughly. While my Task Manager is showing 40%+ while i'm not even streaming to anything. Any idea as to why?

Mine is currently sitting at about 80% utilization while just having OBS open.
