I have an intel(R) core(TM) i3-4030U CPU @ 1.50GHz.I've tried playing with settings a million times and lowering resolution and bitrate way below what was recommended (I think). i'm trying to stream and play league on twitch and its still laggy and choppy and I also lowered in game settings resolution and I don't know what else to do. I don't know if my settings are still wrong but i've been at this for about a week please help. my laptop is an HP pavilion 13x 60 PC. I had it set to what obs recomends for general set up and got a message that encoding was to high and thats when i started playing around.

Include a logfile from the Help menu. Just upload, and paste the link it gives you here.

An i3 is a budget chip. It isn't going to have the oomph for video encoding above certain resolutions, and while QSV may be an option, we'll need to see what you're trying to do (included in the log, so don't bother with screenshots) with your settings first.
