Help With Adjusting My OBS Settings For Streaming

Hello! sorry if this is the wrong forum to post this on, I wasn’t too sure butI’m a newly into streaming and having been having encoder issues with OBS. I originally had my obs settings at:

CBR
7500kbps
2s
P5
High quality
Two passes (quarter resolution)
high
2 bframes

Although it was somewhat okay at first it’s slowly messing with my games fps and saying encoder too high or low while streaming. I tried using different YouTube videos and dropped it down to 6000kbps but still facing the same thing.
I will attach my internet and uploading speed but I’ll add my specs too, just to know if could be a possible problem too. I will say I do know my pc is low end and it’s all I can really work with at the moment. Also I do not really know my pc battery as it’s very old like 2000s old I think.

This is my current specs:
CPU: i5 9400F
Memory: 32GB RAM
GPU: Nivida GeForce GTX 1650
Motherboard: PRIME B360M-A motherboard
Space: 1TB HDD & 511GB SDD


Download Mbps: 95.19
Upload Mbps: 54.60

Sorry and please let me know if anything said is confusing or such, not really the most tech savvy

Your CPU is from 2019 so I doubt your battery is from the 2000's.

Set Multipass to Single Pass as that uses additional GPU.
