HELP! Smooth FPS but random Hiccup/stuttering

Please see referenced video and text; this has been driving me CRAZY!

The entire stream is extremely smooth, EXCEPT for every 3-5 seconds, the stream "hiccups" for lack of better term. Looking at my OBS stats, i get about 3 percent "frames missed due to rendering lag" but that's it! not too much, and 0 percent lag on dropped frames, so i have absolutely no clue why this keeps happening.

For reference, i have an i9-10850K
ASUS DUAL RTX 3070
32GB DDR4 3600MHz
tons of hard drive space
5 fans(temps are usually 50-65 under load, cpu and gpu)
i have NO idea what the issue is, its getting very annoying.

In your Live Scene, you have way too many capture types. Use only ONE type per scene (display, window, or game capture).

You don't need to setup a separate source per game. All your game captured games can be set to a common baseline to fullscreen mode.
Create one Stage Scene containing one game capture as a source and set it to fullscreen mode. Call it "Scene Stage GC". Add to it only ONE game capture source and set its Mode to" capture any fullscreen application". After your game has loaded, OBS will look for fullscreen games currently running to hook into and inject itself into the game for capture.

Scene Stage GC:
- source: fullscreen (game_capture)

For window capture, create one Stage Scene containing one window capture as a source. Call it "Scene Stage Window" to distinguish it from Scene Stage GC. After the game has launched, go into the Window capture property dialog and choose the executable and window title of the window you want to capture.

Scene Stage Window:

Thanks ill definitely give it a shot. for reference, I've routinely used this many, since some games are finicky for capturing, and only until I upgraded to the 3070 did I get these stutter issues. and stats on obs don't really give any reason to think its getting bogged down.
