H265 Youtube Streaming bugs out when 90% of video is still

Hi there guys!

Lately I've been streaming a lot of Rimworld on my second channel on YouTube and I noticed a weird bug. When the game is paused and the only thing moving on a screen is my camera in the corner it bugs out. It starts to look blocky and choppy every second or two for a split second and it goes on until more of the screen is moving. It only happens when encoding video through my GPU. My stream settings are in the atttached files. Here's a link to one of my latest streams when you can see the bug right from the beggining:
Using GPU x264 does nothing (other than worse quality). When encoding through CPU with x264 the bug does not happen but it's too taxing and looks much worse than x265. My setup is Ryzen 5700x and Radeon 6900xt. Balanced, speed and quality settings change nothing. I'm on latest drivers, and OBS version (but I remember it working like that over a year ago). Can I do something about this other than having at least 20% of the frame in motion?

@Ryfek I've tested a bit on my side and for 1080p 60fps at 18000 bitrate i actually no longer experience this issue with parts of picture exploding into cubes (had this issue with 10k bitrate). I've noticed that you are streaming at 1440p, can you try bumping your bitrate as well? I've settled at 25k 1080p 60fps.
I know youtube recommends other values, but looks like AMF just can't handle it with lower bitrates. Try something like 25-30k for 1440p maybe?
