I know you can in the other obs software but I can't seem to find it in the multiplatform one. The reason I want this is because I'm using background noise reduction on adobe audition for my mic but it has an 800ms delay and the audio doesn't sync with reactions, ect. on my stream, or recordings. Help would be greatly appreciated. Thank you

Be aware that game captures cannot be delayed to match up with a slow camera or audio source, so your reactions will still be 800ms behind gameplay. Adding a GAD will just make the game audio happen after the onscreen action, and there is no way to fix this.
One of the many reasons NOT to use Audition, and go with a decent mic/control the audio environment better instead.
You can also try cutting out Audition and using the Mic DSP plugin, if you are on OBS Classic:
