Question / Help Frames Missed Due to Rendering Lag - 4% GPU Usage

Hello everyone, new to the forums. I've been having an issue that I cannot pin down anywhere because I do not feel the common solution applies to me at all.
I do Pokemon tournament streams from my computer. The only things being broadcasted are webcam footage, a media overlay, and an MP4 video file that I play between shots with the webcam. Attached my log, as well as the end result of the stream footage. https://www.twitch.tv/videos/348013143

Everywhere I see says to lower the graphics of the game, cap the game FPS to 60, lower the game graphics, etc. But this isn't a game, and only 4% of my GPU is being used, according to Task Manager. I'm only capturing webcam video and playing a 1080p mp4. The stream is downscaled to 720p. I have fiber internet.

My computer is a beefy boi. It shouldn't have these rendering issues. Please help me get my streams looking smooth, even just at 30fps. Let me know if you need more info.
