Question / Help Frame drops in all games

Hello everyone,
I tried everything that i think was going to resolve my problem.

When i stream Heroes of the Storm i get massive frame drops. Even when it is on low.
Same with smite, but not so hard. With Heroes of storm i just get them random and goes from 60 fps to 1-4...

Specs:
Processor: AMD FX8350 4.0
Graphic Card: GTX 550 TI
RAM: 8GB 1600mhz
Smite installed in Hard Disk 500gb and Hots installed in Samsung evo 120gb.
Logitech Webcam 720p

Internet:
120mb donwload
8mb upload

Obs Config:
Max Bitrate\Buffer Size: 2400
Audio: default
FMS URL: Paris, FR(I'm from Portugal)
Streaming to: Twitch
Resolution: 1280x720(Downscaled)
FPS:25
Advanced(Video): x264 CPU PRESET: faster
Encoding profile: main

Set scene buffering to 700ms

Code: 
Scene buffering time set to 400

disable the OBS preview window (will help alot)
right click on the preview, click preview again, then uncheck "enable view"

make sure your CPU isn't throttling because overheating issue. I think those CPUs have a lower theshhold for IHS heat. like 65c anywhere near that and it could throttle.
 
You say the FPS drop is random, as in it's normally fine while OBS is streaming/recording but occasionally drops? Or is it just bad all the time?
