Question / Help FPS is 150+ but getting some laggy/choppy spikes.

I'm new to obs so please forgive me if I'm missing something obvious.

I started streaming yesterday and overall it went pretty good. Stream quality and sound was solid for 4 hours straight. I primarily stream League of Legends and I have a really good pc (Nvidia GTX 780/i7 4770) that I built not long ago. My issue is when I'm streaming LoL I have 150-200+ FPS in game but I'm getting spikes of lag/choppiness I guess is my best description. It just isn't quite as clear as When I'm not streaming even though the FPS is fine. My internet is okay, 20 down / 5 up. Both speedtest and testmy.net gave me similar results around 18-20 down / 4.5+ up. obsproject.com/estimator said I should be able to stream 720p just fine and recommends a bitrate of 3500, I'm using 2500. My monitors are a resolution of 1920x1080 so I use that and downscale to 1280x720 at 30 fps streaming.

I am running both a game and window capture while streaming LoL. I heard that could be the issue for the choppiness perhaps. If anyone may know how to fix this I'd appreciate any help.

After looking at my obs it looks like I'm dropping frames sometimes and my fps is around 18-28 rather then 30 on obs.

If you let aero active on windows 7 you should use game capture , you're probably using monitor capture at the moment.
Turn off aero or use game capture with league.

I am on Windows 7. Currently I'm using game capture to display LoL and monitor capture for my desktop/browsing. I have them both active so that when a LoL game finishes it just goes to my monitor capture instead of a black screen. Is there a way for me to not need to use both captures and avoid a black screen?

monitor capture under windows7 can perform horribly

make sure to use game capture and windows capture or if you have to disable aero and use monitor capture but keep both capture sources in two different scenes.

also please provide a log as sapiens already mentioned
