Question / Help Fluctuating kb/s often zero streaming to Twitch no problems before

I have read the forum post
https://obsproject.com/forum/threads/dropped-frames-disconnecting-lag-read-this-first.8870/

When I hit the start Streaming button it will pop up somewhere around 1-2,000 kbps and then drop in the red eventually down to zero where it usually sits for a while and then periodically fluctuates seemingly randomly before dropping to zero again. The quality on twitch when viewing preview on my twitch dashboard is incredibly laggy and often goes offline and then on again. Last night was perfect quality around 3000 kbps max bitrate (what I had it set to), this morning it somehow went from perfect to basically not working.

If you want the TLDR of the stuff in between the dashed lines: I tried a bunch of stuff and it didn't work.
---------------------
The problem started this morning at 8:30 am and it is now 5:30 am. Almost all 9 hours has been dedicated to troubleshooting with no luck. I greatly appreciate the time anyone can take to help me out. I will provide as much information as possible.

I tried changing servers, about 5-6 different ones. I used the TwitchTest application and found that my bandwidth listed was low for all US servers, usually around 300 kbps. Seattle, WA did get about 1000 kbps a couple times but considering I have 10 mbps upload they should be above 10,000+ kbps from what I understand. I live in Idaho and I have always used Seattle to connect with no problems before. I tried San Francisco, San Jose, Chicago, Dallas, and Los Angeles with no luck.

I have 100 down, 10 up internet and speed tests consistently give me about 95 down and 10-11 up.

I have run command prompt to ping 8.8.8.8 -t as recommended by my ISP to check for packet loss. All tests resulted in 0% packet loss. I tried turning off router firewall and disabling avast.

I tried lowering the bitrate and tried several different bit rate levels. I double checked all settings. I streamed on youtube and it was extremely laggy quality as well. I called my ISP several times and of course they claim they do not throttle but that does not mean anything. However, if they were throttling me it I don't think it would be this bad and fluctuating so much. I would expect bad quality but not zero kbps and only a few hundred kbps on TwitchTest. I also have a business account (again doesn't mean anything necessarily). While I think it is possible I am being throttled, to me after a days worth of poking around, I think it is more likely that there is something else going on based on what I am experiencing.

I updated my Network Adapter with no luck. I unplugged my ethernet cable that was connecting the router to the back of my desktop Windows 10 PC and plugged my PC directly to the modem. Internet works good as ever, but still problems with streaming.

I tried reinstalling OBS by uninstalling OBS and all of the profiles and other files completely then restarting computer. I made a copy though of the %APPDATA%\OBS folder to save my settings. I was kind of sad when I saw all of my scenes and sources were deleted as I thought they would be part of the copied folder, but no big deal I can set everything up again in not that much time.
-------------

I have the logs ready to be posted but I don't know how I should insert them into the forum post. I saw people do it where it created its own window and you can scroll, I am worried if I do it I will do it wrong and it will be the entire log just copy pasted. I will look into how to post the logs ASAP or if someone is kind enough to give me some tips on how to that would be much appreciated. Any other information that would help diagnose a potential problem I am willing to provide.

There are no scenes and sources because like I mentioned they were deleted when I reinstalled OBS.

I saw other forum posts with a similar problem but I could not find any solutions that worked for me. There was one thread that mentioned "re-creating" the profile and switching Twitch server locations. But from what I can tell the twitch server location did nothing to help me. The biggest thing from the TwitchTest app I gathered was a super low bandwidth reading (low upload speeds). I know this sounds like throttling but the rest of twitch is running fine, speedtests read normal, again this doesn't mean anything necessarily. I tried using the glasnost but there is a compatibility issue with Java I am experiencing. Also throttling only occurs at certain times of the day mostly from what I understand, and people that experience throttling have at least some upload speed that is somewhat constant, but what I am experiencing with OBS and Twitch is basically zero upload and highly random fluctuation of kbps. I even saw it go above 10,000 kbps when I had a max bit rate set under 2000 in testing.

@julio Morales did you happen to update windows 10 this morning? I tried to turn off windows update but they made it very tricky. Funny thing is I started experiencing an issue before the update actually then when i was messing with things and had to restart i chose to "Update and Restart" or whatever they call it. But maybe overnight when my computer was sleeping windows did some sort of pre-install? I have been so frustrated all day especially since today was gonna be a big day for me to get some gameplay highlights going. I am sorry to hear you are having trouble as well. Thank you for everyone at OBS for making great free software and thank you in advance to anyone who has further insight on the issue, I really am trying my best to get all the information and do my own troubleshooting but any help would be awesome.

I am basically in the same boat. My stream was flawless and I came home from work one day and my computer did an automatic update but I cant say for sure that's what did it. but its definitely what started my streams decline lol. Good luck I hope you figure it out.

You as well julio I saw your post. It is such a bummer. I have already made a backup CD and USB getting ready to reinstall windows 10 clean. I am gonna give it another day though.

If i did the log thing incorrectly please let me know. I am starting to feel like Windows update is the worst thing for a computer. these are simply the 3 most recent logs of me basically just starting the stream testing things, and then turning it off after when I realize it still doesn't work.

Oh, and here are my system specs:
i7-6700K
gtx 980 Ti
Gigabyte Sniper Mobo
8 GB G.Skill Ripjaw V

Thank you for your reply R1CH. I have tried my best with the info in the post, I will keep trying. And I will use the OBS log Analyzer and the "Check a Twitch stream" for further information, thank you.

Rich gave me the same answer PogChamp. So I tried using obs studio, the newest obs app and the stream is how it should be and I'm not dropping frames, Yet. but it seems a touch more complicated. As far as widgets with twitch alerts via clr browser. Let me know if you are having the same results.

well last night it miraculously starting working fine again. I noticed that it is more stable at 2800 instead of 3000 for some reason. However, when it was not working at all no bit rate worked. I tried everything from 3000 down to 200 in increments of 200 and all tests had the same result - unstable red kbps, often sitting at zero. I will keep the log analyzer, stream checker, and the new obs studio in mind if I run into trouble next time. Thanks for everyone's help in this matter. Good luck to you Julio sir. PM me your channel or something, I would like to follow. noob streamers unite!

Sigh, same thing is happening again, this time in the middle of a stream. time to start troubleshooting again. I'll keep any progress I have updated.

mine started working again fine. and hasn't changed since. I switched back from studio to regular obs. I dropped a small amount of frames over a 7 hour period. Viewers didn't notice or complain. maybe its a server thing on twitchs end of things.

Well, during my test stream during the day (ran a benchmark on loop for an hour) I had 0 dropped frames... however, just tried to stream again... same issue popped back up.
