When I hit the start Streaming button it will pop up somewhere around 1-2,000 kbps and then drop in the red eventually down to zero where it usually sits for a while and then periodically fluctuates seemingly randomly before dropping to zero again. The quality on twitch when viewing preview on my twitch dashboard is incredibly laggy and often goes offline and then on again. Last night was perfect quality around 3000 kbps max bitrate (what I had it set to), this morning it somehow went from perfect to basically not working.
If you want the TLDR of the stuff in between the dashed lines: I tried a bunch of stuff and it didn't work.

The problem started this morning at 8:30 am and it is now 5:30 am. Almost all 9 hours has been dedicated to troubleshooting with no luck. I greatly appreciate the time anyone can take to help me out. I will provide as much information as possible.
I tried changing servers, about 5-6 different ones. I used the TwitchTest application and found that my bandwidth listed was low for all US servers, usually around 300 kbps. Seattle, WA did get about 1000 kbps a couple times but considering I have 10 mbps upload they should be above 10,000+ kbps from what I understand. I live in Idaho and I have always used Seattle to connect with no problems before. I tried San Francisco, San Jose, Chicago, Dallas, and Los Angeles with no luck.
I have 100 down, 10 up internet and speed tests consistently give me about 95 down and 10-11 up.
I have run command prompt to ping 8.8.8.8 -t as recommended by my ISP to check for packet loss. All tests resulted in 0% packet loss. I tried turning off router firewall and disabling avast.
I tried lowering the bitrate and tried several different bit rate levels. I double checked all settings. I streamed on youtube and it was extremely laggy quality as well. I called my ISP several times and of course they claim they do not throttle but that does not mean anything. However, if they were throttling me it I don't think it would be this bad and fluctuating so much. I would expect bad quality but not zero kbps and only a few hundred kbps on TwitchTest. I also have a business account (again doesn't mean anything necessarily). While I think it is possible I am being throttled, to me after a days worth of poking around, I think it is more likely that there is something else going on based on what I am experiencing.
I updated my Network Adapter with no luck. I unplugged my ethernet cable that was connecting the router to the back of my desktop Windows 10 PC and plugged my PC directly to the modem. Internet works good as ever, but still problems with streaming.
I tried reinstalling OBS by uninstalling OBS and all of the profiles and other files completely then restarting computer. I made a copy though of the %APPDATA%\OBS folder to save my settings. I was kind of sad when I saw all of my scenes and sources were deleted as I thought they would be part of the copied folder, but no big deal I can set everything up again in not that much time.

I have the logs ready to be posted but I don't know how I should insert them into the forum post. I saw people do it where it created its own window and you can scroll, I am worried if I do it I will do it wrong and it will be the entire log just copy pasted. I will look into how to post the logs ASAP or if someone is kind enough to give me some tips on how to that would be much appreciated. Any other information that would help diagnose a potential problem I am willing to provide.
There are no scenes and sources because like I mentioned they were deleted when I reinstalled OBS.
