Question / Help First Time Streaming Help

Leave your capture card capturing at 1080p30fps, do all the downscaling in OBS, that's what he means. Sorry, I'm not sure why I suggested what I did. You can just do all the downscaling in OBS
 
what would be the smoothest i could get my stream with 1mbit upload speed?
720p 25fps?
480 60?
480 30?
do any of you have experience with having this low upload speed and streaming?
