Leave your capture card capturing at 1080p30fps, do all the downscaling in OBS, that's what he means. Sorry, I'm not sure why I suggested what I did. You can just do all the downscaling in OBS

Set your base resolution to 1080p
Set your downscale to 480p
Set your capture card to 1080p

what would be the smoothest i could get my stream with 1mbit upload speed?
720p 25fps?
480 60?
480 30?
do any of you have experience with having this low upload speed and streaming?

I wouldn't go much over 480p 30fps
