When I stream at 1080p 30fps 3000 bitrate i hardly get any dropped frames. When I downscale to 1536x864 and keep all other settings the same (and even lower the bitrate) I drop frames like crazy. Any ideas?

Sounds like your CPU is working harder to downscale for some reason. Have you tried to lower the bitrate when downscaling?
Yeah, it's probably going to be you CPU because you're slightly under, because down scaling still requires some CPU work. Why don't you just encode at the resolution you want and select none for downscaling. Also, in the advance settings, try select superfast instead of the default veryfast. Sometimes, switching server locations help with dropped frames. I live in Miami, fl and i cannot select the Miami server because i drop a few frames, weird huh? But when i select the VA server, i'm good to go!!I need to stop and start again to get a fresh log so i will post later. Thank you,
About the bitrate, I've tried taking it down to 1800 and it doesnt seem to matter. At 1080p my cpu is locked at 100% utilization.
PC specs:
i5-2550k (over clocked to 4.5GHZ)
GTX 550 TI
16GB pc 2133
With quick Sync, the encoding is slightly less quality, than x264, but more performance. Bitrate is the major reason for better quality overall; however, increasing your bitrate too high will block/buffer a lot of your viewers if you're not a partner. And you have to make sure your upload speed can support 3200. I would recommend leaving your bitrate setting between 2000-2500.just found out about quick sync. That might help
Edit: With Quick Sync, OBS is utilizing 1% or less of the cpu...thats pretty crazy. I upped the bitrate to 3200
