- Run OBS as administrator
- Check that your OBS priority is set to High in advanced settings
- While you're there, change your color space back to partial

Unless you're running very intensive processes other than OBS, your CPU should be able to encode 1080p60 at veryfast fairly easily.

What type of drive is F:? Storage bottlenecks will be reported as encoding lag usually, so if there's an issue writing to disk fast enough, that can present as encoding lag.

Also, you should try using Nvenc, especially considering you have the Turing encoder -- quality is on par with x264 medium preset. That would remove any sort of CPU load issue, as well as give better quality, for very little performance hit, if at all.
