I ran the windows installer and restarted OBS and it doesn't appear under "tools". Any suggestions?

You might need to upgrade your version of OBS. I had the same thing happen.

Would love to see the addition of being able to toggle regions on/off via hotkeys, it would be super handy for things like changing games.

Any chance this could be made to work properly if the sources you specify are in another scene you're viewing through one or more nested scenes? I'm specifying areas of the screen to prioritize right now it works okay, I'd really like to select specific sources though.

The plugin doesn't seem to work with Intel Quicksync H.264 on my side, I get "An encoder error occurred while recording". But AV1 and HEVC seem to work.

BUG:
When downscaling via Output page to a lower resolution it missaligns region of interest.

This is probably far from the most efficient use of ROI, but I have Inner set to +25% and Outer set to -75%.
So it deprioritizes the decoration around the edge and prioritises the entire game capture, it might just be placebo, but it looks better than not using ROI and apart from some bitrate high and low spikes every now and again it seems to stay inside the 6000kbps(10200kbps aggregate for TEB).

Does ROI use the bitrate set in the Output Settings as the bitrate target both with and without TEB enabled?

(I can't get the "Encoder Output Preview" to come up with any video; that is, if it actually works with an AMD GPU yet.)
