your issue is more than likely your settings are to high. I will talk with you in the other thread you made :)I have also some problems with the elgato hd60 pro. If i capture my gaming pc or consoles i get randomly microstutters which are more or less strong. Feels like fps dtops from 60 to around 15 for a short time every few seconds. I can for sure say its not a problem from my system, my webcam works smoth and also screen capture without elgato works smooth and fine. Not too high cpu usage. Tried out both obs softwares. But no changes tried out on 2 different systems. I Change different resolution and fps settings. Was lokking to have the same in obs console and the capture device. But nothing works sometimes if i reconnect the hdmi cable the stutters are less to see. I have the same problem still before with the avermedia extreme. I getting really frustrated . Will send soon here more details about my system and some ligfiles.

All games and other captures like webcams works smooth and without any fps drops. But if i stream with a capturecard like elgato hd60 pro or avermedia extreme, which are both very expensive capturecards i get micro stuttering every few seconds. but not my webcam. just the capturecard. i use the same resolution and in the capturecard like in consoles with same fps but nothing works fine. still those sutterings.

And you mention the AverMedia card has the same stutter, which leads me to believe that it may be a performance issue, like @dping mentioned.
The issue always isn't can your PC perform said encoding, but USB is finicky both bandwidth and making sure you have the proper drivers for the chipset (USB controller, etc), capture card and really for the entire system. This rules out those things. This is wh I wanted a log without the webcam at full resolution or even off for compare.I tried on 2 different systems. Both settings are strong enough to handle 720p60fps with veryfast preset. I will try on sunday some new tests and end of next week my new hardware should be here. Than i should be able to stream in a quality without any problems. If there is still those micro stuttering i dont believe its a single person problem.
I have also often too reconnect the hdmi input from the elgato because of stuttering after my pc was off. After that the stuttering are less but still to see in obs preshow and stream. I believe the stuttering is also in the elgato software just probably a bit less.

Once again, make sure that the "Custom Resolution" Checkbox is UNCHECKED.
Audio output in the HD60 Pro source properties is set to "Stream only".
Using this setting can create the stuttering issue, and it is not needed as the resolution and FPS is controlled by the capture card and set to 1080p60 by default.
Outputting the audio to desktop can also create the stuttering issue.
If you are still having stuttering issues after verifying my above two points, please let me know.
