Question / Help Dropping Frames in OBS...

I use a AverMedia Live Capture Portable along with the program LGP Stream Engine to stream to Twitch.tv using OBS. When I preview my stream it all looks great but when I actually start streaming it starts dropping frames like crazy. I have my settings set to the following.

LGP Stream Engine:
Resolution: 1280x720
Frame Rate: 60
Audio Bitrate: 256kbps
Video Bitrate: 15.0 Mbps

OBS:
Max Bitrate: 2000
CBR: Enabled
Audio Bitrate: 128
x264 CPU Preset: veryfast

Internet Connection (Speedtest.net):
Ping: 8ms
Download: 93mbps
Upload: 2mbps

Does anybody know why it would be dropping frames? I'm thinking it has something to do with my encoding settings or bit rate. Any help would be much appreciated. Thank you.
 
I'm using the capture card to stream Xbox One and Xbox 360 games such as Payday 2, Fallout 4, Call of Duty etc.

My PC specs are:

Can you post a log file? I would like to see what's going on with it. Best I can suggest to you right now is to try dropping your frames to 30. I think that should help a bit, and you may want to experiment to see if you can up your max bitrate at all, it will help for streaming visually demanding games like Fallout and CoD. I would really need to see a log file to tell you anything more than that :)
 
What's a log file and where can I find it? Also I'm really wanting my stream to be 60 fps. I've tried lowering my bitrate and messing around with the settings in LGP Stream Engine and nothing really helped. Something I found strange was that I did a preview stream for about 30 minutes and never dropped a single frame but when I did an actual stream it started dropping almost immediately. As for that link, I've already read that and I think I'm ok on all of those areas.
 
Ok, so I'm not get the lag anymore thankfully but I'm getting screen tearing on my broadcast which looks like there's a line down the middle of the screen horizontally. Any idea how to fix this?
