Question / Help Dropping a lot of frames on new computer

I just built my new mid-tier gaming PC yesterday, it's specs are FAR better than my old laptop. When streaming games with my laptop, I experienced very little FPS dropping throughout my stream and at this time I was using a wireless connection.

With my new computer, that has a quad-core 3.6ghz CPU, 1GB of VRAM, 8GB of DDR3 RAM, with a wired connection (the overall circumstances are just better) but I'm dropping 90+ FPS ever 3-5 seconds even when streaming JUST my desktop (effectively my computer is idling). Even when streaming my desktop, my CPU and RAM are generally below 30%.

Why am I dropping so many frames? I'm using all the same settings that my laptop was using. Please help, and thanks for any advice in advance.

a "quad-core 3.6ghz" cpu could describe any quad core from the past 6 years. You need to be more specific. As dodgepong said, post a log.
 
Also, please tell us about the specifics of your internet connection. A wired connection only tells us you connect to your network using a cable, which really doesn't tell us anything helpful. We need to know your upload speed.
