Question / Help Do not understand whats going on!?!?

I've tried all the things I could think of but no success. I've been trying to stream for a while now and no matter what I do my game seems to skip/lag a bit. I'm trying to play CS:GO. I've tried lowering bitrate, lowering max_fps in game, trying lowering resolution. Nothing seems to work. Any help would be appreciated.

Specs:
Intel i7-2600 3.4GHz
10.0 GB Ram
Radeon R9 280X Graphics Card
Windows 7 Home Premium 64 bit.

Internet:
Download Speed: 126.16 Mbps
Upload Speed: 24.39 Mbps
 
Aero is disabled

5 issues found (2 major, 3 minor).

I took care of the Hook conflict and monitor capture but still skipping in game.
 
- Lower your webcam resolution to 1280x720
- Raise your scene buffering time back to 700
- Run CS:GO with the -high switch as well as a reasonable FPS cap, either vsync or fps_max
- Your game is only running at 1280x960 so you don't need a large base resolution like 1920x1080. If you're stretching your game source to fit the scene you may as well just play at 1280x720 with a base resolution to match and have an aspect ratio better suited for streaming.
