Display Frozen, Yet No Lag

Whenever I do a display capture, I'm able to see my cursor move just fine and my system doesn't seem to slow down. There's no encoding overload and I can record myself visually with my webcam just fine, the issue is solely with capturing displays, like youtube videos.
I've switched the encoder between the two options, tried all the downscale filters, and changed the resolution to 1280x720. Having run my log through the automatic analyzer came up inconclusive, it said everything was fine, save for some negligible audio matter (mismatched sample rates).

Video driver(s) up to date? Also, try looking in the Task Manager (ctrl-alt-del, select Task Manager, click Advanced) to see if there's a program or process that's causing problems.

Thanks for the timely response! Everything in device manager seems up to date (I checked for hardware changes). As far as task manager is concerned, it's telling me that 4-7% of my cpu is being used up and 34% of my memory while recording (that's with a web browser and video editing program open); as far as I can tell, no delinquent programs is there anything else I should be looking for?

I've messed around with visual tuning, look ahead, bitrate, and the encoders, but nothing works. Any more advice?
