Don't use 3rd party sites to obtain old versions, they may bundle malware.

Also, post screenshots of the results from http://www.teamliquid.net/forum/tech-support/478845-twitchtest-twitch-bandwidth-tester

Those quality numbers are very low. Try some of the longer tests as well, see if any of them improve/get worse.
That utility does a full-route check between you and the twitch servers, not just stuff in the last mile like you've been testing.

Now that I double check the distances and numbers, it looks more and more like a problem outbound from charter.

Wisconsin should be getting RTT numbers in the low 30ms range to chicago based soley on physical distance.

Other factors include the fact that I'm in nova scotia canada and get RTT times under 100 for all servers in the "United States" section of the list.

Realistically, you should not be getting the RTT numbers you are unless something is wrong the next hop out from charter.

Definitely has to be Charter. I just streamed which was Texas, it dropped out after ten minutes. Internet stays running but stream lags and stops as well as game.

Where do we go about this, what do I tell Charter? Odd that pass year no problems and now their is problems. What could I do to have them "fix" the situation.

Hard to say at this point, but there's no real excuse for an american service provider to be getting any rtt times domestically above about 100ms.

It may be something at their interconnect points with their upstream providers though.

I contacted charter and someone is coming to my house today to look things over. They live chat person said that there was some bad lines in my area so hopefully they can fix this thing.

Justin let me know if it fixes anything and what exactly they did to 'fix' the problem.

My buddy from half hour away went home last night and I gave him the download to test the connection to Twitch like I did previously and his results were much better. Keep in mind he also uses the same Charter Internet just lives half hour away. Here are his results:

RTTs from TwitchTest are not suitable for comparison, they are too easily influenced by software factors. I think it was a mistake to include them.

Perhaps, but there's still no legitimate excuse for charter customers to be getting RTTs over 100 to servers in the US if their network and upstream are all functioning properly.

So charter just let me house. He ran every test that he could and everything came back with no flaws. I'm pretty dumbfounded at this point. My next step is to delete the network card drivers and reinstall them, if that doesn't work then I'll try a new computer. Anyone else have any suggestions?

Unfortunately, that is STILL only last mile fixes, where I don't think the problem is. If you don't have any other options for internet providers, even using a cellular internet stick (at least temporarily) may be worth trying.

No way in heck it's your computer or OUR computer unless potential spyware or some shit, doubtful.

However, I did see a thread awhile back in March where a guy had same issue as us and was from Charter said he was going to reinstall his operating system to scratch and see if that worked, and he never replied back and that was back in March. Assuming that possibly worked?

Going to take my computer to my buddy's house that is half hour away and try streaming on it. He said his stream was fine when he did it on his computer so it'll break down some potential I guess?
