Question / Help CPU Usage

Here's my problem, I streamed daily for 2 weeks, 0 problems. Then, I did this most recent update. Now, my stream keeps dropping FPS, not frames. All it says is "HIGH CPU USAGE." I've cleaned my PC, i've shut down processes and programs, and i've lowered bit rate to no help. So please help!

rip streaming, this happened to me like a year ago, now whenever i stream i get random fps drops for like 10 seconds every 2 minutes or so. ive looked everywhere for fixes and you find nothing. tried streaming on xsplit and same problem, on obs , the obscpu usage would go from 12 and spike to 45-55 maxing out my cpu, in xsplit its their VHMmultimedia writer.

i was told is must be my hardware, but the only performance change is when i stream. temps have always been the same, pc is clean, re installed drivers even windows.

i drop by every now and then hoping to find a fix in the forums so i can enjoy streaming again, but i find nothing.

every now and then i get lucky, and the lag doesnt hit me for a good two days. gives good time to catch up with some of my viewers,

now a days i wait until i have enough for a new rig, hoping the problem wont persist there.
