Question / Help Could this mini PC handle OBS?

Basically long story short my computer broke. Don't want to invest to fix it now so a small term solution would be to find something like this https://t.ly/pKe8n to use as my OBS pc. Would not use it for anything but streaming and in the future maybe a plex server.

Question is would this be ok to stream at 720p or even 1080p? would be ok with even 30fps
 
Possibly?

You'd almost have to use QuickSync, but I honestly don't know if that Celeron chip has it, or if it's in the "Intel HD Graphics" GPU that's listed for that machine.
