Choppy FPS with ALL recording software - I'm at my wits end.

So I'm having resolution/FPS issues with all my recording software I typically use, which includes OBS, XSplit and NVidia ShadowPlay. I use them all for different reasons, but I'm hoping maybe someone will catch something via OBS that may be impacting all the software across the board. I have spent dozens of hours trying to troubleshoot and figure out what the problem is, and I'm honestly just at my wits end because no solution has worked.

My CPU is a 13th Gen 17- 13700KF
My GPU is a RTX 3080.

All of my drivers are up to date.

When I'm recording, my CPU/GPU struggles to break a sweat, let alone overworked.

Yet, trying to record at 1080p/60FPS the final product looks like this: https://www.youtube.com/watch?v=fZ1kklhJFAc

Maybe my eyes are just awful, but that doesn't look like 1080p or 60 FPS.

I thought that it was some sort of FPS desync, but I've tried locking my frames to 60/120/240 FPS and I still get the same results. It doesn't change anything. It still looks like pixelated mud water.

This is the same result with all my software, so whatever the issue is with OBS it's likely an identical issue elsewhere. I'm hoping someone here can identify the issue and help me out because while I'm not particularly literate when it comes to this sort of thing, I usually know enough to wiggle my way out of issues, but this has plagued me now for days, and I just have no idea where else to turn.
