Question / Help Capture card problem...

I used my capture card on OBS. However it would not recognise on my laptop, so I grabbed my other laptop and it could pick up the capture card’s signal, so I reset OBS on my laptop that would not recognise it and after it reset it worked fine. Why did this happen? Is my capture card broken? Or is a OBS related issue. By the way, I use the EasyCap as Elgato’s are too out my budget and I use OBS Studio.
