This bug exists in OBS for like decades, but I never knew what causes this. Now I know!
So recently I reinstalled my Windows and when I downloaded OBS I just noticed that for some reason OBS actually remembering size of it's panels and itself. I thought that maybe it's finally fixed after decades and I can finally use OBS and don't resize panels after every reopening of OBS. So I imported my scene collection, closed OBS and then opened it again and... yeah, it freaked out again. I just thought that maybe it's my scene collection all this time? So I created a blank scene collection, changed sizes of some panels and OBS remembered them all perfectly. So I've started to recreate my scenes from the scratch step by step to find out what causes the problem and I found it!
It's just the browser source, it can be anything, even the default one breaks the whole UI after every reopening of OBS
P.S. Also, I just remember that it also somehow related to YouTube login. If I choose to not log in into YouTube and just use my stream key, then default bottom panels not freaking out, only panels like chat keeps resizing
