Ok guys I never thought I would have to post in here but I can't figure out what is going on. I have been using OBS since it came out for streaming and recording Xbox and PC games. I just recently upgraded my Dell pre-built PC to a bigger case
-Went from a GTX 660 to a GTX 970
-A Dell stock Motherboard to a MSI Z97s SLI Krait Edition.
-A new SSD drive and I still have my 3 TB hard drive.
-Went from a 450 volt power supply to a 750 volt.
-Kept the same 32 GB DDR3 ram
-I kept the same CPU which is Intel i7-4770 @ 3.40GHZ
-My case has a ton of room now with bigger fans. It's a Corsair case.
-Also I had windows 8 before but my friend bought me windows 7 with my new PC
Last year I switched away from playing Halo and started playing CS:GO. I never had any problems on my old computer. No stuttering or lag in game or on OBS. My CPU would get a little warm and my CPU usage would get to around 75-85%. I was getting worried that I would over heat my CPU so I upgraded my system just for that fear.
Now I have been in and out of the bios and have tested almost every setting on OBS to try and fix my problem but I still can't figure it out.
Problem:
I have been trying to stream and record CS:GO like I did before but even when I preview the stream or recording and start playing the game, my mouse sensitivity becomes super slow, my sound becomes distorted and starts to crackle, and my fps goes crazy. My obs on the other hand usually has no problems. Also I have never seen my PC usage get over 60% on my new setup. It usually hovers around 35%-45% even when I am playing and recording.
I recorded 1280x720 down scaled from 1920x1080 and 60 fps completed fine on my old PC but it will only let me play a somewhat smooth game at 30 FPS and if I go over the bit rate 3200-3300 at 30 fps then the game goes to shit again.
I first looked into the OC Genie on MSI motherboard and turned it on. It helped my fps a little in game but still didn't help recording then I decided to unpark all my CPU cores cause I heard that could be a problem but again it helped my FPS to some extent but not the recording.
I have tried game capture, windowed mode, different resolutions, different FPS settings, All priority settings, Very fast, Super Fast... but here is the funny thing. I tried the Fast setting in advanced options and for a little bit, the recording seemed to work and then they stopped again.
One last thing, when using game capture I would start the game and sometimes I would have to restart it 5 times and then, at least at the 30 FPS 3200 KB mark it would work fine. I would then Alt Tab out to look at something and Alt Tab back in and the game would go back to the same problem.
I have been trying on my own for 2 months and still can't find the solution... can anyone try to help me? :(

When I was trying to stream and also OBS doesn't show what was really going on. It was much worse to play then it looks http://www.twitch.tv/snakes_solstice/v/5333019
