Finding the best settings involves a lot of trial and error. You're just going to need to play around with it until you find something that works for you.

You should be able to do 720p60 using the medium preset. I downscale from 1080p as well using lanczos. 2600k, or any i7 for that matter is pretty beast at encoding(Mind you, I'm not playing games on the same computer, I'm just encoding).

Yeah, you aren't going to be able to do 720p60fps on medium for any of those games without a very heavy overclock on a single PC setup, and even then I would never do a high motion FPS on medium preset.

Why not? I stream 720p60 Call of duty from my Xbox One through the Xcapture-1 using medium preset, opencl=true, and I'm going to be upping sub me soon.

Ohhh yea, of course. I misunderstood what you were talking about. WHen gaming on my PC, my preset is faster, or veryfast(BF4), depending on the game.
