Impressive broadband speed, Sky have never been nice with me. I only get 3.89 download and 0.82 upload. Although it's good enough for what I need.

You dont necessarily need to use the custom buffer, but so far that looks fine and should be a good starting point for you. Now its time to start testing :) Afterwards you could show us a logfile if you still had problems:
Problem? Make sure to post a log and/or crash dump -- HOWTO

Yeah same again, when i went onto a CS:GO surf server i was getting 150/170 fps now when i went onto a match making it went down to 60/80fps.

I have attached the log file for you.

make sure you set -high as a command @ startup priorities of csgo to make sure your cpu keeps everything running smooth ingame

It can sometimes also help to limit the fps in csgo, for example to 200. The engine tries to render as many frames as it can without a limit, which sometimes eats cpu too.
The log looks pretty fine and you used very low settings already. Unfortunately CSGO is notorious for having frame drop problems, you should normally be able to stream at slightly higher settings with your Hardware.
