Question / Help Best Quality for my bad Laptop

Hey guys,
I've got a Problem.
i'll tried to set my quality settings like here.
But if i record on my bad Laptop, i get a bad quality in the video.
What am i doing wrong?

System spec:
Manufacturer: Acer
Model: Aspire E5-571
OS: Windows 8.1
CPU: Intel Core i3-4005U @ 1.70 GHz
GPU: Intel HD Graphics 4400
RAM: 4GB
