tldr: With an Avermedia C027 and an input source of 640x480 via HDMI, the output is a giant tearing mess. I tried it in Aver Media Center and it works just fine.
I'm suspecting the issue is that the SD standard should be 720x480, but Xbox 1 likes to use 640x480 instead. Like I said it works in Aver Media Center so my device is not defective, neither is the card incapable of outputting 640x480.
If anyone is curious about the source, it's an Xbox game running via Xbox 360 backwards compatibility. The Xbox 360 is set to 480p, hooked up via HDMI. I've tried two games, Counter-Strike and Unreal Championship 2 and they both do the same thing so the issue is on the Aver/OBS end.
It's hard to screenshot this rapid tearing effect, but basically the bottom right corner is torn out with black void showing.
