What you're looking for is called a Compressor. They're used in mid to high end audio setups mostly, and make whispers louder and yells quieter. Some mixers (notably Behringer) come with simple ones built in, but there are standalone (usually XLR) units that do a much better job, at a higher price.

There is no OBS compressor plugin, and software compressors generally induce a pretty large amount of delay to the input audio anyway, and are not recommended... though that's true about almost all software DSP. Why things like Audition are great for tweaking vocals in post, but the live processing version tends to fall short (when it doesn't just completely bug out into a high pitched squeal, or drop audio entirely).

FWIW I get great results with Audition. Processing time is ~100-150ms at most which doesn't affect my stream at all (and happens to sync up perfectly with my webcam).
