Why you post your question in the subject?

What's the actual problem?

Your viewers get buffering?
Your ingame performance is bad?
Do you drop frames?

I'll summarize it.. Check to see if you have the same issue using another service (ie if using twitch, test using hitbox, vice versa), update network drivers, test at different times to see if it clears up (your ISP could be the cause, for example, or you could be getting throttled), check firewall settings, do another speed test of your network connection.

For real, do make sure your network drivers are up to date. It really can make a difference if there's even a minor fix in a newer version. Also, try rebooting the computer to make sure there isn't something else causing the issue (could be your computer lagging internally and giving the look/feel of it being network lag). Reboot your modem/router, make sure there's little traffic on it.

Many different things to consider, but the best thing to do first is to narrow down if it's you or the streaming service. If it's the service, then that'll save you a lot of time and frustration. If it's you (your end), eliminate other facts (as mentioned above, reboot stuff, check your current ratings, etc). I was having problems last night where as I hadn't had problems before. I'm guessing it was my ISP doing some overnight stuff that was causing it but none the less I made sure to update my network drivers. A short while ago I tried it again for about 20 minutes and had no issues at all but last night I was frequently dropping 30+ frames at a time and the bitrate status would drop to 0kbps for seconds at a time.
